WHEN homeowners gloomily contemplated rising mortgage rates at the start of the year, they had the consolation that household energy bills were expected to fall sharply again after a nightmare 2006 had produced an average price rise of 38 per cent for gas and electricity bills, with 13 price rises.

Five months on, home loan rates are rising, and could go higher still, but energy suppliers have been tardy in cutting prices, although wholesale gas prices are down 60 per cent from the peak of a year ago.
