PARISH councillors in Neasham, near Darlington have criticised irresponsible dog owners, saying an increase in dog fouling could hinder the village's chances of success in the Northumbria in Bloom contest.

Last November, the parish council was given two dog waste bins to be installed on Teesway to help cope with the large numbers of people who went to Neasham to exercise their dogs.
